The verified European base is EN ISO/IEC 17043:2023, with published amendment A11:2024. ISO identifies the international 2023 text as the second edition and lists the 2010 predecessor as withdrawn. Check the European amendment as part of the purchasing set rather than assuming that the international title alone identifies every document needed. Frame the proficiency testing purchase around its purpose
The public scope covers competence and impartiality of PT providers and consistent operation of PT schemes. It can support confirmation or recognition of provider competence and provides a basis for field-specific technical requirements. Publisher’s public scope.
A laboratory choosing a programme should describe the work for which participation is intended. Ask what the scheme covers, how the relevant items or activities are described and how the report can inform the laboratory’s own review. The programme name alone may not reveal whether it addresses the measurement, examination or other activity you want to evaluate.
| Decision area | Question for the scheme provider |
|---|---|
| Relevance | Which activities, items and reported characteristics does the scheme cover? |
| Participation assumptions | What methods, reporting arrangements and practical capabilities are expected? |
| Programme timing | When do participants receive information, perform the activity and receive reports? |
| Result interpretation | How will the provider explain the evaluation basis and report limitations? |
| Support and follow-up | Who answers questions and what information remains available afterward? |
Example: a laboratory expanding its service
Imagine a laboratory adding a new service area. It finds two programmes with similar titles. One covers characteristics already familiar to its staff; another covers the activity the laboratory is adding, but requires a different reporting arrangement. Selecting solely by the programme title could miss the intended purpose of participation.
The buyer could send each provider a short description of the new activity and request a clear mapping to its programme. It should also ask when staff need to perform the work, what information will be supplied and how the resulting report will support internal review. This original example is not a claim that participation in a single scheme proves competence or meets every assessment requirement.
If you are buying support to become a provider
Describe the PT schemes you intend to operate, the participants and the technical areas involved. Ask an adviser to distinguish the provider’s management arrangements from the technical work needed for those schemes. A project proposal should make clear what already exists, what must be developed and who will maintain it after the support ends.
For a testing or calibration laboratory’s own competence framework, see EN ISO/IEC 17025. For medical-laboratory quality and competence, see EN ISO 15189. For the production of reference materials, compare ISO 17034. Distinguish the provider’s publication purchase from a laboratory’s programme subscription.
Common questions before ordering
Is this only a standard for laboratory participants?
Its focus is the proficiency testing provider and scheme operation. Participants can use it to frame provider questions, but their own laboratory requirements and objectives remain separate. Provider and user roles.
Can I buy only A11:2024?
It is listed as an amendment to the 2023 European base. Confirm the complete set you need and whether the merchant sells it separately or within an included package.
Does a successful participation result cover all my work?
Ask what the programme evaluates and how its report should be interpreted. A result for a defined activity should not be enlarged into a conclusion about every service the laboratory performs.
