Separate the producer’s competence from the material’s suitability

The public scope addresses competence and consistent operation of reference material producers, and production of reference materials including certified reference materials. It forms part of the producer’s general quality-assurance procedures. Publisher’s public scope.

A buyer still needs to define what it will do with a particular material. Ask the supplier to explain which material and supporting information match that intended application. A general producer-level statement does not remove the need to review the product description, documented properties and the conditions relevant to your own use.

Example: adding a second source of a reference material

Imagine a laboratory seeking another source of a material because its existing supply is becoming difficult to obtain. The new supplier has a reassuring producer-level competence statement, but the proposed material and accompanying information differ from the laboratory’s current purchase. The buyer needs to understand those differences before switching suppliers.

The laboratory could give the prospective supplier a description of the intended activity and ask for a mapping to the offered material and documentation. It could also ask what changes in handling or planning the new supply would require. This original scenario supports a better quotation comparison; it is not a technical conclusion that the materials are equivalent or suitable for a particular measurement method.

If you are establishing a reference material producer

Describe the materials you plan to produce, the intended users and the production activities already in place. Ask an adviser to separate development of the producer’s operating arrangements from the technical work required for the proposed materials. Both need a defined boundary so that the offer can identify what evidence and expertise it assumes.

Specify what the provider will deliver and what your staff will maintain after implementation support ends. A generic manual should not be presented as proof that every material the organisation could manufacture is within a demonstrated competence scope. If external assessment is intended, ask the relevant body to explain the specific activity scope and the evidence it will consider.

Keep the material order, the producer-standard purchase and any assessment service distinct in the budget. A laboratory may only need a suitable material and clear supplier evidence; a producer developing its operation will have a broader implementation task. State the role and objective so that a consultant does not price the wrong activity.

Does this replace a laboratory’s own competence framework?

Its subject is the producer. A laboratory buying or using materials should compare the publication appropriate to its own activities and review the material’s suitability separately.

Is the committee draft the published replacement?

The checked records distinguish the published 2016 edition from the revision under development. Recheck before ordering and do not turn a draft designation into a final edition year.
